Range Assessment & Range assessors

A new national system for archery range registration and assessment has been introduced. It has been designed to establish the future facility needs of archery across the country.

The audit will capture the most detailed set of facility data and will be a catalyst for the implementation of our facility strategy.

Presently, every Archery GB club is required to give us details on their facilities. We would like to update this information and we need your help to do this.

The new range registration process will aim to capture all the facilities used across the country. This will provide us with information on location, shooting capacity, access arrangements and Rules of Shooting compliance.

With this information Archery GB will have better facility data and also be able to support clubs with facility issues. It will also allow Archery GB to:

  • Assess the needs and demands for the sport
  • Access external funding for facility work
  • Help the public find the right club and shooting range for them
  • Improve our internal processes and procedures
  • Answer queries related to planning issues

Range Registration

Clubs will be asked to complete a short survey on their facilities to enable Archery GB to build a picture of the number of clubs that meet the minimum standard of the facility strategy.

We expect the majority of clubs to be able to complete the process quickly. It is a relatively short self-assessment process.

The process begins on 3 April but clubs will have six months to register their ranges. We will send a reminder to ensure all clubs register.

Why is Archery GB doing this?

We want to ensure that the sport continues to operate as safely as possible and we make no apologies over this approach. We are not trying to stop clubs shooting or close down facilities. However, there have been occurrences over the past year where a club has asked us for a copy of a dispensation given many years go and we do not have any record of this. In addition things changes and ranges may not now comply with the Rules of Shooting.Equally, not all ranges are registered with us, when they should be. Changes occur to the clubs’ locations and secretaries and we need to have ensure information we hold is correct. This will help us as we dedicated more time and resources to supporting clubs with facility issues.

I need to register my ground. What do I have to do, and when do I need to do it?

Clubs, through their club secretary, have to register all of their ranges which they use for archery (except for Have-A-Go sites). The process starts on 3 April 2017. Once the process is open it is not a race. You will have 6 months to complete the self-assessment.

If we deem our range is not conforming to the Rules of Shooting what happens then? Do we need to stop shooting?

You have to arrange for an Archery Range Assessor to visit your range and conduct an assessment. They will help you continue to shoot safely. The assessor may allow you to continue shooting with or without a dispensation (e.g. the overshoot is reduced because of a wall or bank). You may still continue to shoot whilst waiting for a club visit.

What reminders will I get to complete the ground registration?

All clubs have 6 months to compete the self-assessment. The club secretary will receive a reminder. Please help us by ensuring the club secretaries’ details are correct by visiting the online portal or contacting Clubs will be reminded in three years when the self-assessment must be revisited.

Do I have to register every venue?

Yes, the club has to tell us about all the ranges they use – this includes indoor, outdoor, field, clout, flight and all other disciplines of archery. This will help us have a better understanding of how many ranges are in the UK and help us plan our approach to facilities better.

The only exception is Have-A-Go sites. You must follow the Code of Practice, conduct a risk assessment and note the time, date and venue in the minutes of the committee.

What should I do about the tournament venue we use once a year?

Every range, except Have-a-Go sites, must be registered with Archery GB. Event or Tournament Organisers will have to confirm that the tournament venue has been registered. This includes County and Regional tournaments.

Clubs or event organisers who are unable to confirm that their range meets the Rules of Shooting must apply for a range assessment.

If the range requires a site visit then the club or event organiser needs to contact an Archery Range Assessor to arrange a visit.

Clubs must pay the range assessor £30 for a range visit plus travelling expenses (in-line with Archery GB’s current expenses policy of £0.33 per mile). This must be agreed in advance before a visit takes place. The payment must be made directly to the range assessor on the day of the visit.

Next steps

On assessing the range the assessor will support the club to ensure that shooting can continue to take place safely. The assessor will either grant a dispensation, state a dispensation is not required and shooting can take place or deem that shooting cannot take place at the range.

All assessment documentation will be emailed to Archery GB, the Club/venue and a record will be kept by the assessor. If a dispensation has been granted Archery GB will then change the club’s record, and this will be shown on the Club Finder.

Appeals Process

A club or event organiser can request a re-assessment if they are not happy with the original assessment outcome.

To do this they must contact Membership Services who will arrange a different Assessor to attend the range in question.

The costs of this re-assessment must be met by the club or event organiser in-line with the range assessment process.

If after a reassessment the original assessment is overturned then Archery GB will reimburse the reassessment fee on request. Should the original decision be upheld then the decision is final.

Any club or event organiser that fails to register their range after the 1 September, 2017 will be sent a reminder. If the registration does not take place after 1 October, 2017 then any members who shoot at the range will not be covered by Archery GB insurance.
